BIOGRAPHY

Born 2 January 1903 in Chicago, Olive Rankin’s parents died by the time she was five. She was raised by an unrelated family originally from South Carolina in a neighborhood full of European immigrants, with few blacks, and encountered little prejudice. She attended Englewood High School. On 19 November 1923 (or 1922), she married a Mr. Beasley; they had one son, Carey J.  From 1936 to 1941 she attended Central YMCA College in Chicago, majoring in business and personnel administration, graduating with an A.B. degree. Her career in public life began at this point.

In 1941 she began as a registration interviewer for the Illinois State Employment Service in Moline, Illinois. As the war progressed, the state agency was federalized, and, when she left in 1946, she was a counselor for the U.S. Employment Service, still in the “Tri-Cities” region. This involved interviewing workers for training or retraining, placing workers, and certifying workers for re-employment. In 1947, she moved to Detroit, taking a position as executive director of the Michigan Committee on Civil Rights, a statewide coalition of labor, religious, nationality, and civil rights groups working for passage of a fair employment practices law. In 1955, the Michigan legislature passed such a law, and the organization ceased. She found part-time work as a survey worker for the Survey Research Center of the University of Michigan and for the Department of Sociology of the University of Chicago, as well as an admissions counselor at Wayne State University. From 1955 to 1957 she was in charge of the “Freedom Agenda” program, a project organized by the National League of Women Voters to promote discussion about civil liberties. She worked from 1958 to 1959 as an executive assistant to the head of the Detroit Branch of the NAACP, organizing Freedom Fund Dinners.

In 1959, she began employment as a field representative for the Michigan Fair Employment Practices Commission Her work there included processing claims of discrimination in employment. During her Detroit years, Olive Beasley was closely involved with many social-welfare, civil rights, and political organizations: as a member of the Board of Management of the Lucy Thurman YWCA; as a member of the board of the Coordinating Council on Human Relations; as secretary of the Detroit League of Women Voters; as a staff member of the Workshop on Human Relations of Wayne State University; in various offices, including president, of the Detroit Branch of the Women’s International League for Peace and Freedom; as secretary of the Detroit chapter of Americans for Democratic Action; as a member of the board of the Michigan Council on the Employment Problems of Working Women; and in other organizations.

She was active, starting in 1960, in the American Federation of State, County, and Municipal Employees (AFSCME. She served as secretary and then president of Local 52 (Detroit), vice-president and member of the Executive Board of Michigan State Employees Union, Council No. 7, and as a delegate to international conventions. She was also a member of the Executive Board and of the Education Committee of the Michigan AFL-CIO.

As a result of a long campaign in which Beasley had herself been extensively involved, the new state constitution, adopted in 1963, enacted a law establishing the Michigan Civil Rights Commission. This became effective on January 1, 1964, and she and most of the other staff of the Fair Employment Practices Commission were transferred to the new agency. Her work at first consisted mostly of the same work she had done for the earlier agency: processing claims of discrimination and investigating those claims. Later that year, as the Commission formed regional offices in the state, Beasley was appointed District Executive of the Commission’s office in Flint. For about two years, she com-muted daily to Flint from her home in Detroit, but then moved to Flint, where she remained until her death.

Her responsibilities in Flint, as a member of the Community Services Division of the Commission, were to act as liaison between the Commission and local, state, and national organizations that were involved in any aspect of human rights, in such areas as housing, education, criminal justice, public accommodations, and others. In the 1960s, her main efforts in Flint were focused on housing discrimination and urban renewal, as the local housing market was tight and highway construction forced many minority dwellers out of their homes.  This led to an involvement with city planning, the Model Cities Program, and, in the 1970s, to membership on the board of the Manpower Advisory Planning Council, Flint, Genesee, and Shiawassee Counties (later Genesee Lapeer Shiawassee-Flint Consortium), a regional planning council.  She was closely involved with the Flint Board of Education, in matters such as textbook selection, resolution of racial conflicts, selection of administrators, and busing.

Facing mandatory retirement in 1973, she was able to extend her employment until 1980. In 1975, following a reorganization of the Commission, Mrs. Beasley was made Director of the Public Service Division of the Michigan Department of Civil Rights, al-though still located in Flint. Her involvement in voluntary organizations and in city and regional boards continued unabated. She was one of the chief organizers of the Flint Urban Coalition, one of several local organizations formed around the United States after the civil unrest of 1968. Following her retirement from the Commission in 1980, she worked as acting Executive Director of the Flint Urban Coalition for almost two years. Other significant activity in organizations during this decade include the Flint Urban League, on whose board she served, as well as for two years as secretary; the Michigan Advisory Committee to the United States Civil Rights Commission; the Michigan Conference of the National Association for the Advancement of Colored People; Legal Services of Eastern Michigan, which oversaw the Legal Aid Society of Genesee and Lapeer Counties; the Flint Y.W.C.A.; the International Institute, of Flint; Mott Community College advisory committees; local television station advisory committees; and many others.

Her activity in community organizations declined somewhat after 1982, but she retained memberships in the Flint Civil Service Commission and the Mayor’s City-Wide Advisory Committee and in a few other bodies. About 1990 she retired from activity in these organizations. She died May 13, 1999, in Flint and was buried in Sunset Hills Cemetery.
 

SCOPE AND CONTENT

 With the single exception of a paper she wrote in 1942, the time span of the period covered by the Olive Beasley Papers begins with her activity after her arrival in Detroit in 1947 and especially after she began working in Flint in 1964.  The coverage ends with her retirement from political life in the early 1990s, although the bulk of the material dates prior to 1982, when she retired as acting director of the Urban Coalition of Greater Flint.

 The collection is divided into 17 series. Each consists of files produced in the course of her activity in various organizations. Most files, nevertheless, were generated in her capacity as Flint District Executive and as Director of the Public Service Division of the Michigan Civil Rights Commission.

The largest series is that under the heading ‘Michigan Civil Rights Commission.’ This includes memoranda sent to her from other executives and staff, reports, hearings, as well as files of informal complaints, formal claims, and related legal transcripts of cases. Much of the Commission’s activity in the 1960s consisted of investigating discrimination in housing, and there is much material on urban renewal and open housing laws, mostly in Flint, but also in Saginaw and other cities. The files of claims and complaints are mostly claims of discrimination relating to employment, most often by employees of General Motors Corporation plants in Flint or by those of the Flint Board of Education.  She worked with groups advocating passage of a local open housing ordinance. Other important efforts were directed at the Flint public schools. Summaries of her activities can be found in the folders labeled “Flint office: Weekly reports” 1964-1974 (box 8), and  “Program Services Division: Monthly reports,” 1972-1973, and “PBES narrative reports,” 1974-1975 (box 7).

Since part of her work with the Commission involved working with local groups and agencies, there is no clear boundary between the series of MCRC files and the other series. The topical series, for example, includes folders on topics of general interest to her work in civil rights, while the topical subseries, within the MCRC series, has folders on topics in which the MCRC was intimately involved. Her membership in different agencies, like that of the Manpower Area Planning Committee (later the Genesee-Shiawassee-Lapeer-Flint Training Consortium or on various City of Flint committees, was closely tied to her Civil Rights Commission work, but her activity in other organizations, like the NAACP or YWCA, was an extension of activity that had begun long before.

The earliest series, all relatively small in size, are the Michigan Committee on Civil Rights, 1948-1955; Freedom Agenda of Detroit, 1955; and the Michigan Fair Employment Practices Commission, 1955-1965. The first of these was a coalition of labor and religious leaders which sought to enact state legislation forbid-ding discrimination in employment. With the creation of the Michigan Fair Employment Practices Commission in 1955, the organization ceased. Freedom Agenda of Detroit was a project that promoted discussion about civil rights. Most of the material in the FEPC series dates from 1959 to 1964 and consists of staff meeting notes, rulings and opinions, studies, and grievance claims.

The Personal series tends to contain more material that cannot be placed elsewhere rather than material of a strictly personal nature. It includes correspondence with Congressmen  (later Senator) Donald Riegle and John Conyers, her former colleague Wilma Bledsoe, and others, various essays that she wrote, newspaper clippings about her, speech drafts and notes, invitations, and awards, but also letters and poems written by her son, C. J. Beasley, of Detroit.

Although material in the series Michigan Advisory Committee to the U.S. Civil Rights Commission dates from 1960 to 1983, most dates from 1973 to 1979. It documents meetings and hearings held in different locations in Michigan. The most significant are files relating to hearings in Sault Ste. Marie, 1975, and a transcript of hearings held in Livonia in 1975.

Files relating to various state agencies are found in the State of Michigan series. The most important relate to Civil Service Department and Education Department committees on which she served:  the Fringe Benefits Study Committee, 1971, and the Pay Study Committee of the Compensation Advisory Board, and the Education Legislative Advisory Council, 1973-1976, which issued an educational accountability report in 1974.

The Genesee County series is relatively small; it contains files relating to county agencies. The City of Flint series is larger. The more significant files in this series are those concerning the Department of Community Development, largely dealing with urban redevelopment, and the Housing Commission, having to do with public housing. She was involved with complaints against the Police Department and in efforts to increase minority employment in that department. She served on the Affirmative Action Advisory Committee developing an affirmative action plan. This series also contains Civil Service Commission minutes and grievance proceedings. The Mayor’s City-wide Advisory Committee files, mostly from the 1980s, are also significant.

The Flint Board of Education series is significant. She served on advisory boards and had much contact with it relating to issues concerning representation of minorities in textbooks, affirmative action, student discipline, desegregation, and re-lieving racial tension (especially concerning Southwestern High School, in 1970-1971). This series also contains files on the an-nual May Institutes sponsored by the Mott Program from 1967 to 1977, as she was involved with their planning.

The CETA (Comprehensive Education and Training Act) series consists of minutes, agenda, and memoranda which she received as a member of the Manpower Area Planning Council (1972-1974) and its successor, the GLSF Employment and Training Planning Council (1974-1983). As a member, she evaluated program proposals for summer employment and other jobs programs.

The Urban Coalition of Greater Flint series documents a local organization which Miss Beasley was instrumental in founding. It began as part of a number of “urban coalitions,” consisting of business, labor, and minority leaders, which arose as a response to the urban troubles of the 1960s. Besides the usual minutes, memoranda, and committee reports (the most important of which are those of the Issues Committee), there are subject files on such topics as minority business, jobs programs, census enumeration, and especially the Technical Assistance to Neighborhoods subseries, which worked from 1980 to 1982 with local block clubs. In 1995, the Urban Coalition of Greater Flint changed its name to the Community Coalition of Greater Flint, and it disbanded in 2000.

 The Urban League of Flint series, dating from 1955 to 1993, contains the usual organizational records, such as minutes, monthly activity reports, annual reports, financial statements, and committee reports. There are correspondence with National Urban League offices and subject files as well.

The National Association for the Advancement of Colored People (NAACP) series dates largely from the 1970s and, as well as files concerning national, regional, and state conventions and conferences, has subject files on issues with which the Flint Branch was involved, such as those concerning Project New Leaf and a discrimination case against the Flint Board of Education.

The Topical series contains files arranged by subject.  Many of these were concerns of the Michigan Civil Rights Commission, but others were more her personal interest. The larger topics in this series concern education, housing, and employment.  Included in this series are her files on fair housing, including the referendum passed in Flint in 1968.

The “Miscellaneous Organizations” series includes files relating to or generated by her activity in various organizations (such as the Black Administrators Organization of Flint, Family Service Agency of Genesee County, Flint Goodwill Industries, Genesee County Legal Aid Society, Human Services Planning Council, International Institute, Legal Services of Eastern Michigan, Michigan League for Human Services, Mott Community College committees, National Association of Intergroup Relations Officials, University of Michigan-Flint committees, WJRT-TV committees, the Detroit chapter of Women’s International League for Peace and Freedom, YWCA, and others), as well as organizations, mainly in Flint, in which she had an interest. These include ad hoc political groups, ethnic and women’s groups, religious groups, social service organizations, housing groups, and virtually any other organization, mainly in Flint and Genesee County, but including other Michigan and Detroit-area groups, that concerned her broad interests in these issues.

The “Labor” series documents Beasley’s activities as president and secretary of the small Detroit local (52) and as a member of the Executive Board and vice-president of Council Number 7 of the Michigan State Employees Union.  She served on several committees, including the Constitutional Revision Committee of the American Federation of State, County, and Municipal Employees, and also attended numerous conventions of the international union during the 1960s.
