Job Descriptions of the Student Government

of the University of Michigan-Flint

 

 

President

 

Basic Functions

  1. Should have knowledge and understanding of this Constitution and By-laws and understand duties listed within.
  2. Knowledge of SGC’s role in the University and how SGC administrates the resources allocated to recognized student organizations.
  3. Work to improve and/or create new services for the student body.
  4. Possess a working knowledge of basic parliamentary procedure.

 

Duties and Responsibilities

  1. To represent the Council and student body at official functions or to appoint a designee.
  2. To appoint Council committees pending a vote by a quorum of the Council.
  3. To see that the decisions of the SGC are enforced and the laws are faithfully executed.
  4. To coordinate the committees and officers of the SGC in carrying out SGC policy.
  5. To lead in the development of SGC policy.
  6. To present to the Council proposals on current SGC issues and problems.
  7. To provide for the management of day to day activities of the SGC and the effective functioning of the Executive Board.
  8. To take necessary steps to handle emergencies until the Council is able to act requisite upon informing them of such action.
  9. To assume other duties associated with the office, which include bringing any and all student concerns before the University of Michigan-Flint Administration Officials.
  10. To work on developing a working budget for the SGC along with the Advisor, Treasurer, and the members of the Financial Board.
  11. Responsible for work study student.
  12. Shall serve on at least one University committee.

 

Qualifications

To be eligible for the office of SGC President, students currently holding this position must have completed Fifty-five University acceptable credit hours.  All students running for and holding SGC office shall be in good academic standing as defined by the university.


 

Vice President

 

Basic Functions

The Vice-President shall assume the duties of the President in the absence of the President and shall succeed to the office of the president in the event of that person’s death, resignation, incapacitation, or removal.  The Vice-President shall assume the responsibility for general supervision of the SGC.

 

Duties and Responsibilities

  1. Supervision of Office Hours
  2. Responsible for Executive Board and any other duties specifically assigned by the President.
  3. Shall serve on at least on University committee.

 

Working Relationships

  1. Report to the President
  2. Maintain a weekly communication with the SGC Advisor

 

Qualifications

To be eligible for office, of SGC Vice-President, students currently holding this position must have completed Fifty-five University acceptable credit hours.  All students running for SGC office shall be in good academic standing as defined by the university.


 

Treasurer

 

Basic Functions

The Treasurer will oversee the finances of the SGC and Chair the Financial Board

 

Duties and Responsibilities

  1. To help to formulate and regulate the semester budget for the SGC.
  2. Responsible for all transfers of funds from SGC accounts.
  3. Responsible for audit confirmation.
  4. Shall give Budget reports to the Council.
  5. Manage communications with clubs and organizations with regard to their finances.
  6. Responsible for reviewing and updating the Financial Code.
  7. Responsible for reviewing, and making recommendations on, all allocation requests brought before the SGC.
  8. Responsible for confirming granted Allocations with the organizations to which they pertain.
  9. Shall serve on at least one University committee.

 

Qualifications

Accounting, computer and communications skills are required.  Students holding the office of Treasurer for the SGC must have completed Fifty-five University acceptable credit hours.  Candidates must be in good academic standing as defined by the University.


 

Secretary

 

Basic Functions

The Secretary is responsible for all official correspondence for the SGC.  They shall record and publish the minutes of all SGC meetings and keep files in order.

 

Duties and Responsibilities

  1. The Secretary shall keep a complete and accurate record of attendance at all SGC meetings; including the Executive Committee.
  2. The Secretary shall mail copies of all calendar events to the Chancellor, Vice-Chancellor for Student Services, Director of Student Life and the student newspaper.
  3. Post all minutes within 5 days of the meeting.
  4. Check with the Public Relations Chair to make sure that all meeting and calendar dates are posted.
  5. Shall serve on at least one University Committee.

 

Working Relationships

  1. Must attend all SGC regular and special meetings as well as all Executive Board meetings.
  2. Work in cooperation with other Council members when needed.
  3. Report to the President and Vice-President.

 

Qualifications

The candidates running for the office of SGC Secretary must be able to communicate, appreciate, and address the issues and concerns of the student body.  They must be able to communicate with and develop a successful working relationship with faculty, staff, and administrators of the University.  The candidates must also possess good computer and typing skills.  Students holding the office of SGC Secretary must have completed Twenty-four University acceptable credit hours.  All persons running for SGC office must be in good academic standing as defined by the university.


 

Political Affairs Chairperson

 

Basic Function

To give advice to any officer, committee, club, or commission dealing with its official business, legal questions, or litigation.

 

Duties and Responsibilities

  1. To consult with the President before initiating any investigation or other action.
  2. To serve as the Parliamentarian of the SGC.
  3. To approve, as to form, all contracts to be signed in the name of, or made with, the SGC.
  4. To see that the terms and conditions of any contract are faithfully kept and performed.
  5. To direct the management of all-legal matters, proceedings, and litigation in which the SGC is a party or has an interest. 
  6. The Chairperson shall advise the Council in regard to any legal questions affecting SGC or the performance of their official duties.
  7. He/she should become familiar with this Constitution and its By-laws for review of any matters.
  8. To give a weekly report to the Council.
  9. Shall serve on at least one University committee.

 

Working Relationships

The Political Affairs Chairperson supervises the Political Affairs Committee and reports directly to the President.  He/she should also develop and maintain a working relationship with the University Government Relations Department.

 

Qualifications

The Political Affairs Chairperson should have a working knowledge of parliamentary procedure, constitutional law and possess good communication skills.  Any person seeking appointment to this position must have completed Twenty-four University approved credit hours.  He/she must also be in academic good standing as defined by the University.

 


 

Public Relations Chairperson

 

Basic Functions

To market and promote SGC to the student body, faculty, staff, and also the surrounding community.

 

Duties and Responsibilities

  1. To consult with the President before initiating any action.
  2. To make weekly reports to the SGC verbally at the regularly scheduled meetings.
  3. To file copies of all publications in the proper place.
  4. To publish all SGC flyers, banners, and other communication to the appropriate University officials, bulletin boards, and so forth.
  5. Shall serve on at least one University committee.

 

Qualifications

The Public Relations Chairperson should possess writing skills, have a strong background in Public Relations, and should be experienced in media and publicity.  Anyone seeking appointment to this position must have completed Twenty-four University approved credit hours.  He/she must also be in academic good standing as defined by the University.

 

 


 

Inter Club Council (ICC) Chairperson

 

Basic Functions

To report to the President, the Executive Board, and when necessary to the Council, the affairs, problems, concerns, and ideas from all recognized clubs and organizations of UM-Flint upon request.

 

Duties and Responsibilities

  1. To give a weekly verbal report at the regularly scheduled meetings.
  2. To work in conjunction with the Political Affairs Committee in connection with any Constitutional questions.
  3. To have a working knowledge of the Student Organization Handbook.
  4. To consult with the President before taking any action.
  5. To carry out all of the functions of ICC in the ICC By-law.
  6. To verify the eligibility of clubs and organizations to receive allocations.
  7. Shall serve on at least one University committee.

 

Qualifications

The ICC Chairperson should possess excellent communications and people skills.  They should also have a history of good time management and follow up skills.  Anyone seeking appointment to this position must have completed Twenty-four University approved credit hours.  He/she must also be in academic good standing as defined by the University.

 

 


 

Representative

 

Basic Functions

To serve as an official representative of the college community in expressing opinion and interest to appropriate faculty, administrative, and student agencies.  Also, to report to the President and Vice-President on a weekly basis, pertaining to their activities.

 

Duties and Responsibilities

  1. To participate in the discussion of university policy making agencies.
  2. To serve as a liaison between the student body and these policy making agencies.
  3. Shall have a vote at all SGC meetings.
  4. To give a verbal report to the Council on University Committee meetings that they attend, at each regularly scheduled meeting.
  5. Shall serve on at least one SGC committee and one University committee, provided the individual is eligible to serve on University Committee’s.

 

Qualifications

Students seeking appointment to the SGC should show initiative and motivation and be willing to commit to the duration of the appointment.  He/she should also possess good communications skills and minimal skills with a computer.  Anyone seeking appointment as a representative must be in academic good standing as defined by the University.


 

Student Government Fellow

 

Basic Functions

Fellows shall aid the Council in the completion of their duties, and to assist with various programs and events of the Council. Also, Fellows shall report to the head of their Committee or Commission on a weekly basis, pertaining to their activities.

 

Duties and Responsibilities

  1. To participate in the discussion and work of a SGC Committee or Commission.
  2. Shall have a vote at all meetings of the Committee or Commission they are appointed to.

 

Limitations

  1. Fellows are not eligible to vote at meetings of the Student Government Council
  2. Fellows shall only refer to themselves as Fellow or an affiliate of the Council in any and all media representations. Misrepresentation of their relationship with the Student Government shall be grounds for severance.

 

Qualifications

Students seeking to serve in the position of SGC Fellow should show initiative and motivation and be willing to commit to the duration of the appointment.  He/she should also possess good communications skills and minimal skills with a computer.  All SGC Fellows must be in academic good standing as defined by the University.

 

Working Relationship

Fellows shall maintain a weekly dialogue with the Chair of their Committee, or Commission of their Commission.

 

Recommendations

It is recommended that Fellows attend general meetings of the Student Government, however such attendance is not mandatory.
