SCOPE AND CONTENT
The Civic Research Council of Flint began as the Genesee County Taxpayers Association in the 1920s or earlier. By 1949 it had assumed its final name. In that year a membership drive flyer defined the organization's purpose as a "fact finding organization promoting better government in Flint, Genesee County and the State of Michigan." Its members were largely prominent businessmen, who supported a paid executive vice-president who did most of the research. G. Keyes Page was the professional for most of the period covered by the papers. The organization ceased to exist about 1972. At that time, its files were donated to the Flint Public Library.The collection represented here does not contain the full range of this organization's records. The larger items, including monographs, were cataloged. What is here is mainly smaller items. The folder list describes the various topics covered by the material here: tax proposals, the "New Flint" proposal of 1958 (which the organization did not like), tax reform, charter reform, city plans, etc. As the provenance of the collection was not maintained until its deposit here, it is possible that there may be some stray items (of which the Flint Area Chamber of Commerce file is the most likely).
