SCOPE AND CONTENT

The Council of Social Agencies of Flint had been established by 1943 as a cooperative "clearing house" or referral agency for a number of social service agencies in Flint. It members organized themselves into committees which focused on social issues such as child care, the aging, unwed parents, juvenile delinquency, and prisoner rehabilitation. It cooperated with researchers from the University of Michigan on social surveys of the Flint area, and it organized workshops and seminars on various topics. As Flint expanded, the organization changed its name to the Council of Social Agencies of Flint and Genesee County, but in 1971 it ended its existence. Most of its functions were taken over by the Human Services Planning Council. At that time, it would appear that the Council of Social Agencies turned over at least a part of their records to the Flint Public Library. The Library may have cataloged some larger studies, but the remainder of the material was not, and this is what consists of the collection here.
