Presidential Proclamation Imposes New Travel Restrictions
On June 4, President Trump issued a presidential proclamation titled “Restricting the Entry of Foreign Nationals to Protect the United States from Foreign Terrorists and Other National Security and Public Safety Threats.” The proclamation will become effective at 12:01 a.m. Eastern Daylight Time on June 9.
The proclamation suspends entry into the U.S. for citizens or nationals of Afghanistan, Chad, the Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Myanmar (formerly Burma), Somalia, Sudan and Yemen, regardless of the category of immigrant or nonimmigrant visa they hold.
It also suspends entry for citizens or nationals of Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela on immigrant, B-1, B-2, B-1/B-2, F, M, and J visas.
The proclamation applies only to citizens or nationals of the 19 designated countries who are outside the U.S. and who do not have a valid visa as of June 9.
The entry restrictions outlined in the proclamation do not apply to citizens or nationals of the designated countries who are:
- Inside the U.S. on June 9, 2025.
- Outside the U.S. on June 9, but with a valid visa as of June 9.
- Lawful permanent residents (green-card holders).
- Dual nationals of a designated country traveling on a passport issued by a non-designated country. (This assumes that the U.S. visa stamp is in the non-designated country’s passport and all other required documents are valid.)
Additional exceptions are granted for athletes participating in the 2026 World Cup and the 2028 Olympics. The proclamation also permits case-by-case exceptions, although it does not outline the process for applying for these exceptions.
Visas issued before the applicable effective date of this proclamation will not be revoked pursuant to this proclamation.

Please note that the CGE is processing applications for nonimmigrant benefits (e.g., OPT, CPT) for citizens and nationals from the designated countries.
This is an evolving situation. The CGE advises international students and scholars to exercise caution when considering international travel. If travel is necessary, we strongly recommend staying informed about current travel requirements and restrictions, as they can change unexpectedly. On March 17, Reuters published an article titled “Trump administration weighs travel ban on dozens of countries, memo says,” which notes 41 countries with travel restrictions ranging from travel bans to partial restrictions. Given the current uncertainties, predicting future developments is difficult. The CGE encourages caution and patience regarding international travel.
International students and scholars should carefully follow established requirements and guidelines when finalizing travel plans.

Department of State Reportedly Suspends New F, J Visa Appointments
Media outlets are reporting that the U.S. Department of State has temporarily paused making new visa appointments available for F and J students and scholars until it issues further guidance on expanding social media screening and vetting of student and scholar visa applicants. Reports say this pause does not affect those who have already scheduled interviews.
The University of Michigan has not received an official announcement about this from the State Department.

- Once visa processing resumes, students and scholars should make appointments as soon as possible.
- Admitted students should continue submitting their required documents to their U-M admitting unit.

If you have applied for a benefit related to your immigration status and receive a Request for Evidence or other unexpected communication from U.S. Citizenship and Immigration Services, you should contact CGE for assistance to make sure that you provide a prompt and accurate response. This will also help CGE track the number and details of the RFEs received by our population. While the request may seem simple (for instance, a F-1 student receiving an RFE for their transcripts, after applying for OPT), having your immigration advisor review it before you respond may save additional time or prevent further requests.

Just to be safe, if you are travelling in the U.S. at some distance from campus, CGE recommends carrying your immigration documents with you. The Immigration and Customs Enforcement agents, as part of Customs and Border Protection, can legally stop travelers to check their immigration status within a 100-air mile distance from any US border.
