The BLUEprint 2031 strategic plan was developed in four phases spanning 2025 to 2031, moving from initial organization through community listening, plan development, and ongoing implementation and assessment.

Phase 1: Organize — August–September 2025

  • Steering Committee established
  • Committee convened; monthly meetings begin

Phase 2: Listen & Learn — November 2025–April 2026

  • Mission & Vision survey
  • Data Team established
  • Listening sessions & online feedback
  • Six affinity mapping sessions

Phase 3: Develop the Plan — April–July 2026

  • Survey on 22 candidate goals
  • Open forums
  • Goals finalized
  • Cabinet approval

Phase 4: Implement, Monitor, Assess & Improve — August 2026–2031

  • Strategic Plan launch (August 2026)
  • Implementation of the strategic plan
  • Ongoing monitoring, annual assessment, & reporting
  • Final evaluation and next planning cycle (2031)
