What is a CEDS Plan?

A Comprehensive Economic Development Strategy plan is a locally-based, regionally-driven economic development planning process designed to build capacity and guide the economic prosperity and resiliency of a region.

The CEDS provides a way for individuals, organizations, local governments, institutes of learning, and industry to engage in a meaningful discussion about what capacity building efforts would best serve economic development in the region.

The CEDS should take into account and, where appropriate, integrate or leverage other regional planning efforts, including the use of other available federal funds, private sector resources, and state support which can advance a region’s CEDS goals and objectives. Regions must update their CEDS at least every five years to qualify for EDA assistance under its Public Works and Economic Adjustment Assistance programs. In addition, a CEDS is a prerequisite for designation by EDA as an Economic Development District.

What is the importance of a CEDS Plan?

The CEDS planning process brings together diverse interests, including both public institutions and private businesses, to develop a strategic plan that will help drive investment priorities and shape the future of Michigan communities in Genesee, Lapeer, and Shiawassee counties over the next five years.

Additionally, a CEDS Plan:

  • Provides a regional perspective for identifying and capitalizing on economic advantages, including strategies to reduce unemployment and increase incomes in the Region.
  • Provides a more widespread understanding of the Region’s economic development work program, including an opportunity for public review and input.
  • Provides a forum for identifying and prioritizing investment projects.

The CEDS Plan is sponsored by the U.S. Economic Development Administration.

Colleen Brown

Mayor, City of Montrose Michigan

I was born and raised in Montrose Michigan. I decided to run for City Council in 2008 because I’m a believer of the idea that you should get involved rather than complain and was elected that year. In 2014 I stepped up to fill the role of Mayor and have held that position since. This year our community will be committing to a complete rewrite of our Master Plan to set the path for the years ahead. Being involved in this committee seems to be a perfect extension of the work I am currently doing. I did move away to go to college but eventually purchased a home in Montrose. I completed a Bachelor’s degree in Business Administration specializing in Computer Networking. I worked in “Corporate America” for years. But after being downsized 3 times, I decided I wanted to go a different route. I am now a small business owner and I currently run The Elissa Rose Catering and Banquet Center.
