Professional Standards Unit

The Professional Standards Unit is responsible for receiving, processing, assigning and supervising the investigation of any alleged misconduct or criminal conduct against UM-Flint Department of Public Safety or its members. The Professional Standards Unit ensures that all allegations are investigated thoroughly and objectively.

How Are Cases Reviewed for Completeness?

After a case has been investigated and reviewed, it is given one of five classifications. The given classification is known as the finding.

Sustained: The officer who is the subject of the complaint was found to have violated department policy or procedure.

Not Sustained: The Department is unable to investigate the matter due to:

  • The failure of the complainant to cooperate with the investigation;
  • The unavailability of the complainant (death, relocation, etc.);
  • The departure of subject officer;
  • Other circumstances that prevent the department from investigating a complaint.

Exonerated: The actions of the officer who is the subject of the complaint were within the guidelines of department policy and procedures. The incident occurred, but was lawful and proper, or was justified under the existing conditions.

Unfounded: The complaint is false. Based on the facts of the investigation, there is no basis to the allegation.

How Are Findings Provided?

The complainant is notified by letter of the investigation’s results and findings, and of how to appeal the decision to the Chief of Police. This brochure is a summary of police department policies and procedures; it is not a complete account of the professional standards investigation, discipline, and appeal process. Complaints can be filed and processed regarding actions by any DPS employee.
